January 16 & 17, 2010

---GENERAL REGULATIONS---
  The Essent ISU World Sprint Speed Skating Championships will be held under the 2008 ISU General Regulations and Special Regulations/Technical Rules for Speed Skating and relevant ISU Communications. Participation in the Essent ISU World Sprint Speed Skating Championships is open to skaters who belong to an ISU Member (Rule 130, paragraph 1) and who have met the qualification criteria according to Rule 208 and ISU Communications No.1565 and 1588.

---TRACK---
  The Meiji Hokkaido-Tokachi Oval is a fully enclosed speed skating facility with a standard speed skating track of 400 meters to the lap. The radii of the inner and outer competition lanes are 26 and 30 meters respectively. The width of each competition lane is 4 meters with an inside training lane of 5 meters.

---ENTRIES---
  According to Rule 208, paragraph 3, each ISU Member has the right to enter competitors for Ladies and Men, subject to achieved qualifying times as defined in ISU Communication No. 1588.
In accordance with Rule 208, paragraph 6 and ISU Communication No. 1565, the following countries may enter more than 1 competitor:

  The maximum number of participants from one ISU Member is four (4). Each Member may enter substitutes corresponding with the number of ordinary entries. Entries for ISU Championships can only be made through the respective members on the official ISU entry forms.

All entries must be submitted in writing (preferably by fax).
Preliminary entries of competitors and substitutes, if possible with names, must be received by Tuesday December 29, 2009 by the Organizing Committee in accordance with ISU rule 208, paragraph 8.
Final entries must reach the Organizing Committee by letter, fax or electronic mail no later than Wednesday January 13, 2010 (see Rule 208, paragraph 8 & 9).
Entries must be accompanied by the official "ISU Declaration Form” as per Rule 131. Entries by fax or e-mail must be confirmed by a letter sent out simultaneously to the Organizers (Rule 115, paragraph 5).
The completed Declaration Form must be signed by the competitors and also by all officials (including team officials) appointed by the Member serving at an ISU Event (Team leaders, Coaches, Team Medical Doctors, Physiotherapists, Team Officials who are requesting accreditation for the Event).
In case of competitors who are not full of age (under 18), such Declaration must be cosigned by at least one of the parents or other guardian at law.
Each Entry Form and Declaration Form must be signed by an authorized ISU Member Representative such as President, General Secretary, Executive Director, CEO (Rule 104, paragraph 4).

---CITIZENSHIP/RESIDENCE REQUIREMENTS AND CLEARANCE PROCEEDURES---
  In accordance with Rule 109 of the ISU Regulations and ISU Communications No. 1420, all skaters who do not have the nationality of the Member by which they have been entered or who, although having such nationality, have in the past represented another Member, must produce an ISU Clearance Certificate.

---GROUPING AND DRAWING PROCEDURES---
  The drawing will be made in accordance with Rules 239 and 242.

---TITLES & PRIZES---
  The winners are the skaters with the lowest total of points after 4 distances have been completed (Rule 265, paragraph 2). The winners will bear the titles, “Lady World Sprint Speed Skating Champion for 2010” and “World Sprint Speed Skating Champion for 2010”, respectively (Rule 133 b)), and will be awarded the ISU Championship gold medal. The skaters placed second and third in the final classification after 4 distances will be awarded the ISU Championships silver and bronze medal, respectively. Prize money will be awarded according to ISU Communications No. 1509.

---ANTI-DOPING CONTROL---
  Anti Doping tests will be carried out in accordance with the valid ISU Anti-Doping Code (ISU Communications No. 1520, 1546 and 1547 or any further update of these Communications).

---TRAINING TIMES---
  The speed skating track will be open for training for accredited competitors only from Monday, January 11, 2010.
Training times are as follows:
    Monday, January11 Ice Training 10:00 - 12:00 (charge; 800 JPY)
    Tuesday, January12 Ice Training 10:00 - 12:00 (charge; 800 JPY)
    Wednesday, January13 Ice Training 9:00 - 12:00 and 14:00 - 17:00
    Thursday, January14 Ice Training 9:00 - 12:00 and 14:00 - 17:00
    Friday, January15 Ice Training 9:00 - 12:00 and 14:00 - 17:00
  (Session: 9:00 - 10:20, 10:40 - 12:00, 14:00 - 15:20, 15:40 - 17:00)
  Trial Starts will be organized on Friday, January15 during the 10:40 – 12:00 session.

---LIABILITY---
  In accordance with Rule 119, the ISU, Japan Skating Federation and the Organizing Committee assume no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection with the Essent ISU World Sprint Speed Skating Championships 2010. Each Member is solely responsible for providing insurance coverage thereto.

---BOARD AND LODGING---
  The Organizing Committee is responsible for the expenses for rooms and meals for the participating competitors and for one (1) team leader for each member as well as for the invited officials beginning with dinner on Friday, January 15 up to and including breakfast on Monday, January 18, 2010. (Rule 137, paragraph 10 and 14).
Lunch during competition days, Saturday January 16 to Sunday January 17 will only be served at the venue, the Meiji Hokkaido-Tokachi Oval in the athletes lounge for all competitors and team leaders. No lunch will be provided at the hotel on competition days.
Any additional meal packages required from Monday, January 11 up to and including breakfast on Monday, January 18, 2010 should be purchased directly from the Organizing Committee. These packages includes the lunch at the venue for additional team members Additional expenses for rooms and meals, such as expenses for additional skaters, for coaches, trainers and accompanying persons, as well as expenses before or after the period mentioned above, will have to be borne by each Member concerned.

The costs of a room and meal at the official hotel are as follows:
    Twin use (per person per night): 14,700 JPY (With three meals, including tax)
    Single use (per night): 16,800 JPY (With three meals, including tax)
    *Payment: Cash; in JP¥, or Credit card; VISA, Master, Diners Club, American Express
    Note: For accommodation needs prior to January 11, 2010, please contact the Organizing Committee.

---OFFICIAL HOTELS---
  The Organizing Committee will arrange hotel reservations for the participants at the official hotel(s). Room requirements must be received as soon as possible, but no later than Tuesday, December 29, 2009.

---TRANSPORTATION---
  Transportation for teams between New Chitose (Sapporo) International Airport and the official hotel will start on Monday, January 11, transportation to the airport will be provided on Monday, January 18, 2010.
Transportation will be provided between the official hotel(s) and the Meiji Hokkaido-Tokachi Oval from Monday, January 11 until Sunday, January 17, 2010.
Note: Teams must complete arrivals and departure forms that must be received by Tuesday, December 29, 2009. Please include the amount of special equipment (e.g. bicycles, massage tables, etc.) that needs to be transported.
