---Titles and Prizes---
  The winners of the distances will bear the titles “World Speed Skating Champion _meters for 2008” and “Lady World Speed Skating Champion _meters for 2008”, respectively. The winners of the Team Pursuit competitions will bear the titles “World Speed Skating Team Pursuit Champions” and “Ladies World Speed Skating Team Pursuit Champions”. All winners will be awarded the ISU Championships Gold Medals. Competitors placed second and third will each be awarded the ISU Silver and Bronze Championships Medals respectively in accordance with ISU Rule 133 and 134.
Prize money will be awarded according to ISU Communication No. 1286.

---Track---
  The Nagano Olympic Memorial Arena (M-Wave) is a fully enclosed speed skating facility with standard speed skating track of 400 meters to the lap. The width of each lane is 4 meters with an inside training lane of 6 meters wide. The radii of the inner and outer competition lanes are 26 and 30 meters respectively.

---Entries---
  Entries for ISU Championships can be made only through the respective Members on the enclosed official ISU entry forms. Entries for the World Single Distances Championships will be accepted only for skaters who are qualified through results achieved in World Cup Speed Skating Competitions or in ISU Championships during the season. ISU Members may enter a maximum of 3 competitors in each distance. If more than 3 skaters from the same Member are among the qualified skaters, the final entries from that Member must indicate which of these skaters shall participate in the Championship. The remaining qualified skaters may be entered as substitutes for the distance concerned. If a Member has no qualified competitors this Member may enter one skater (one Lady or one Man) to the Championships on the condition that this skater is ranked among the six (6) best on the reserve list of some distance (see Rule 208, paragraph 2 and ISU Communication Nos. 1469 and 1471).
The total number of participants on the distances will be limited as follows:
  500 meters Ladies and Men 24
  1000 meters Ladies and Men 24
  1500 meters Ladies and Men 24
  3000 meters Ladies and 5000 meters Men 24
  5000 meters Ladies and 10000 meters Men 16
  Team Pursuit Ladies and Team Pursuit Men 8
  All entries must be submitted in writing (preferably by fax). The preliminary entry of competitors and substitutes, if possible with names, must be sent by Sunday, February 17, 2008 to the Organizing Committee in accordance with Rule 208, paragraph 8.
Final entries must be communicated to the Organizing Committee by Monday, March 3, 2008. Official ISU entry forms must be used for all entries. Post entries will not be accepted.

---Citizenship/Residence requirements and Clearance Procedure---
  In accordance with Rule 109 of the ISU Regulations and ISU Communication No. 1420, all skaters who do not have the nationality of the Member by which they have been entered or who, although having such nationality, have in the past represented another Member, must produce an ISU Clearance Certificate.

---Grouping and Drawing Procedures---
  The drawing will be made in accordance with Rule 240, paragraph 6.

---Anti-Doping Control---
  Anti Doping tests will be carried out in accordance with the valid ISU Anti-Doping Code (ISU Communication No. 1447 and 1448 or any further update of these Communications).

---Liability---
  In accordance with Rule 119, the ISU, Japan Skating Federation and the Organizing Committee assume no responsibility for or liability with respect to bodily or personal injury or property damage incurred in connection with the World Single Distances Speed Skating Championships 2008. Each Member is solely responsible for providing insurance coverage thereto.

---Board and Lodging---
  The Organizing Committee is responsible for the expenses for rooms and meals for the participating competitors and for one (1) team leader from each Member, as well as for the invited officials, beginning with lunch on Wednesday, March 5 up to and including lunch on Monday, March 10, 2008 (Rule 137, paragraph 10 and 14).
Additional expenses for rooms and meals will be borne by each Member. The cost of a room and meal at the official hotel are as follows (All in Twin-bed room, including taxes):
    Twin use (per person per night): 13,350yen (with three meals)
   

Single use (per night): 14,700yen (with three meals)

  The Organizing Committee will arrange hotel reservations for the participants at the official hotel. Room requirements must be received as soon as possible, but no later than Sunday, February 17, 2008.

---Transportation---
  The Organizing Committee will provide transportation from and to New Tokyo International Airport (Narita Airport) and between the hotels and the Nagano Olympic Memorial Arena from March 2 – 10, 2008 at no expense to the participants according to the transportation plan. Expenses for team officials, who do not accompany their team members are to be borne by themselves. The date, airline, flight number, expected time of arrival and the date and time of departure should be communicated to the Organizing Committee as soon as possible, but no later than Sunday, February 17, 2008. Please include the amount of special equipment (e.g. bicycles, massage tables, etc.) that needs to be transported.
